The Prime Minister’s Office (PMO) has told the Delhi High Court that PM Cares Fund is not a “State” under Article 12 of the Constitution of India and does not constitute a “public authority” under the Right to Information from 2005.

“This Trust is not intended to be or is in fact owned, controlled or substantially financed by any Government or any instrument of Government. There is no central government or any state government control, either direct or indirect, in the operation of the trust in any way,” an article on the same quotes, as reported by LiveLaw
